First,
thank you for this thread. This is the only place where I found some useful information related to this error on Mac.
For me, the Home app was not the root cause. I never open it (Home.app) on that Mac (M2). However, other Apple native apps like
Notes and
Reminders seem to cause the error ERR_NETWORK_CHANGE and quitting them seems to instantly stop the errors.
I have tried to turn off Dev mode on Safari and it didn't have any effect.
This is just unbelievable. Apple, please fix this asap!!!
THANK YOU again for this thread!!!
The best solution for me was to disable AirDrop & Handoff. As soon as I did this the temporary utun network interface that was created and destroyed every few seconds disappeared and was never created.
You can see the interface being created and destroyed in almost real time with:
watch -n 0.3 ip address
Install the tools with brew install watch iproute2mac if you don't already have them.
On MacOS Sonoma:
- Go to System Settings -> General -> AirDrop & Handoff
- Disable everything (you can then re-enable them one by one when you need it)

I fixed it on my fully updated M-Series Mac by turning off IPv6 on WiFi/LAN by changing it to "Link-Local Only".
