Das ist bei VPC ohne inkludierten Win etwas "gefinkelt". Bei mir ist das schon eine Weile her, vergesse immer wieder, wie's geht, also ggf. unvollständig aus dem Gedächtnis:
Starte mal den VPC. Auf der Installations-CD findest Du ein DOS-Boot-Image. Ziehe dieses Image auf das Diskettensymbol am unteren Rand des VPC-Fensters und dann starte den PC über einen Menübefehl neu.
Danach erhältst Du Anweisungen im DOS-Fenster. Guck sie Dir mal genau an.
Hast Du auch in die Installationsanleitung (PDF) geguckt, da steht darüber auch was drin.

Manually create an empty PC.

Note: Versions of Virtual PC that come with PC DOS also include a PC DOS boot floppy image. This image is necessary to boot the new PC you are creating in order to access the CD ROM and install the new OS. PC DOS however, does not support drive images over 2GB (it only supports the FAT 16 format.) To ensure the proper format of the drive image when using a PC DOS boot floppy, make sure you choose DOS as the operating system you will be installing from the options presented in the PC Setup Assistant even if the OS you want to install is Windows-based. This will ensure that the new drive image is formatted correctly and that it is accessible from the PC DOS boot floppy.

Start up the virtual machine. You will receive an error message that the drive image is not bootable.
Drag the bootable floppy image (located in the Extras/Installing Other OSes folder in the Virtual PC installation folder) to the floppy disk icon in the lower left corner of the Virtual PC window.
Press any key to continue and then insert the Windows installation CD-ROM.

If you are using a floppy image from a previous version of Virtual PC, follow the instructions on the screen to prepare the drive for installation. *See the note in Step 2.
If the boot floppy was included with Virtual PC 5 including a version of the Windows OS, it will offer a menu when the PC boots. Choose "Start computer with CD-ROM support".

When the PC has finished booting, type "E:" (or D: depending on the drive letter of the CD-ROM.)
Type "setup.exe" and press Return.
The Windows Setup program to will then take you through the setup process.
